The investor reported that on November 25, 2022, he signed a contract with "D.K." for the construction of a 15-story residential building at: 125 Profsoyuznaya Street. For this purpose, he brought special equipment and 30 construction workers from Turkey to Kyrgyzstan.
However, according to him, the owners of company "M" and the financial director did not provide working conditions, citing financial problems, which led to him and his workers not receiving salaries for six months. As a result, he was forced to build a dormitory for his workers.
Later, Khalil met with the owner of company "M," who promised to reimburse all expenses and signed the list of costs provided by Khalil.
According to Khalil's lawyer Burkhanedin Nurmamatov, an amount of $150,000 was paid to the owner of "D.K.," and the financial director of "M" promised to pay the remaining $352,000.
After eight months in Kyrgyzstan, Khalil returned to Turkey. He tried to contact the owner of the company, but he blocked his number. In 2023, a statement was filed with the October District Internal Affairs Department, and on May 15, 2025, Khalil returned to Kyrgyzstan and appealed to the Ministry of Internal Affairs. However, he was denied the initiation of a criminal case, as the financial director of "M" and the company owners claimed they were not familiar with him.
According to the lawyer, a decision was made in September of this year to refuse to initiate a criminal case. The aggrieved party was directed to court for civil proceedings.
