Fire at the residential complex "Iskhak Razzakov" of the company "Emakom" — restoration work has begun on the president's orders

In Osh, work has begun to restore the roof of a multi-story residential building that was damaged as a result of a fire.
According to local authorities, restoration work on the roof of the damaged building, constructed by the construction company "Emakom," has already started.
Construction crews have completed the cleanup of the area where the incident occurred. Representatives from the mayor's office visited the site.

As reported on October 20 by Zamirbek Zhanybaev, the senior inspector of the fire safety supervision service of the Ministry of Emergency Situations for the Osh region, the fire broke out on October 19 in a multi-story building on Mamatzakova Street. Due to violations of fire safety regulations, the construction company "Emakom" will be held accountable. "The building was not commissioned, and the fire occurred due to non-compliance with standards. The company will be subject to Article 143 of the Code on Violations, and a fine of 23,000 soms will be imposed," he noted.
As a result of the inspection, serious deficiencies were identified in the building: fire alarm and smoke removal systems are absent, fire pipes are sealed, and fire hydrants are missing. Inspectors issued an order to eliminate all violations and conduct a re-inspection of the facility.
Since the building has not been officially commissioned, its use is illegal. Construction began in 2019; however, residents started moving in in 2022 despite the lack of necessary documents. "We will send an order to the construction company, which is obliged to eliminate all identified violations and bring the facility in line with fire safety standards," Zhanybaev added.

Recently, a major fire occurred in the residential complex "Iskhak Razzakov," located at 226 Aisha Mamatzakova Street. The developer of this facility is the company "Emakom." The fire broke out early in the morning on October 19, 2025. Nine fire crews and city services were dispatched to the scene, and the area of the fire was nearly 2000 square meters.
The flames were extinguished for over 10 hours. According to preliminary data, 15 apartments were affected. On the 13th floor, 11 apartments burned, on the 12th floor — 1 apartment, on the 10th floor — 2 apartments, and on the 6th floor — 1 apartment.
The fire quickly spread to the 13th floor, where there are 12 apartments — 6 in each wing. Three apartments were occupied by female students, while the others were empty. At the time of the fire, the students were not in the apartments.
According to the municipality of Osh, by the order of President Sadyr Japarov, the mayor's office will take care of restoring the facility.

In the justice authorities, Emilbek Ramidinovich Dzhusupov is registered as the head of the LLC "Construction Company Emakom," while Melis Romidinovich Dzhusupov is the founder.
The company was registered on September 21, 2017, and underwent re-registration on February 12, 2019.
Melis Dzhusupov is a former deputy of the Osh City Council from the "Ata-Jurt Kyrgyzstan" party. His brother, Emil Dzhusupov, is also a former deputy of the Jogorku Kenesh from the "Isheniim" party.
In 2024, Turmush reported that the State Architectural and Construction Control Department in Osh filed a lawsuit, stating that LLC "SC Emakom" was constructing a facility (a 12-story building) without the appropriate permits on A. Mamatzakova Street, 226 (residential complex "Iskhak Razzakov").
The Osh City Court granted the lawsuit on May 31, 2023, ruling for the forced demolition of the illegally constructed facility at the expense of LLC "SC Emakom."
According to the court's decision, the demolition must be carried out at the developer's expense.
The press service of the Osh Regional Court reported that on September 26, 2023, the judicial panel granted the request of the general director of LLC "Emakom," Melis Dzhusupov, to restore the deadline for appealing the decision of the Osh City Court from May 31, 2023. The procedural deadline was restored.
At the same time, the decision of the Osh City Court remained in force, and the appeal was left ungranted.
Later, the Supreme Court overturned the decisions of the two-instance courts regarding the demolition of the 12-story residential building being constructed by LLC "Construction Company Emakom." This decision was made on March 26, 2024.
The case materials were returned for consideration to the court of first instance.
