Former Tokmok Mayor Maksat Nusuvaliyev Sentenced to 13 Years in Prison for Corruption

On November 6, the October District Court of Bishkek issued a ruling in the case of the former mayor of Tokmok, Maksat Nusuvaliyev, his subordinates, and the head of the contracting organization.

According to the verdict:

- Maksat Orozbekovich Nusuvaliyev was found guilty under Article 336 Part 2 of the Criminal Code of the Kyrgyz Republic, receiving 13 years of imprisonment with confiscation of property;

- the head of the Municipal Property Department of the Tokmok City Hall, T.u.A., the head of the State Procurement Department of the Tokmok City Hall, I.G.Z., and the head of the LLC "Al-Kadyr-Santekhservis" (contractor), K.T.E., were sentenced to 12 years of imprisonment with confiscation of property;

- the technical supervision specialist, A.A.Dzh., received 11 years of imprisonment with a similar measure.

All convicted individuals will serve their sentences in general regime correctional colonies and have also lost the right to hold state and municipal positions for three years.

The law tightening responsibility for corruption was signed by President Sadyr Japarov on December 31, 2024. The Tokmok officials became the first to be subjected to the new amendments.

The investigation established that LLC "Al-Kadyr-Santekhservis" won the tender for the repair of the sports school and the creation of a new park in Tokmok, with the state procurement amounting to over 61 million soms.

Construction and repair work began in early 2024 but has still not been completed, causing dissatisfaction among local residents. On June 23, they addressed President Sadyr Japarov and the head of the State Committee for National Security, Kamchybek Tashiev, on social media, expressing their discontent regarding the delays and poor quality of work.

On June 24, Tashiev held a meeting in Tokmok, where he criticized local authorities and ordered an inspection. The State Committee for National Security found that 16 million 400 thousand soms were allocated for the major repairs, and 44 million 283 thousand soms for the park improvement.

Special services identified violations in the area of state procurement, including discrepancies and inflation of the volumes of work performed. These violations were organized as a result of collusion between the mayor of Tokmok, Nusuvaliyev, the head of the contracting company, K.T.E., the head of the Municipal Property Department, T.u.A., and the technical supervision specialist, A.A.Dzh.
