In early August 2024, Ulan, a father of five, allegedly conspired with unknown individuals to organize the sale of drugs in the residential area of "Ak-Orgo." He sold drugs to people suffering from addiction. Employees of the Anti-Narcotics Department of the Ministry of Internal Affairs, upon learning of his actions, conducted the necessary operational activities.
During the search, Ulan voluntarily handed over a dark green substance with a characteristic smell. Additionally, another batch of drugs was found under the bed in the second-floor bedroom. Two plastic bottles used for consuming narcotic substances were discovered in an old refrigerator. The examination confirmed that the substance found was hashish.
- The Lenin District Court found Ulan guilty under Article 283 of the Criminal Code of the Kyrgyz Republic "Illegal production of drugs, psychotropic substances, and their analogs without the intent to sell in a large amount." He received a five-year prison sentence; however, the serving of the sentence was replaced with probation for three years. Additionally, he was ordered to undergo treatment for drug addiction at a medical facility in his place of residence.
- The Judicial Panel for Criminal Cases of the Bishkek City Court modified the verdict, finding Ulan guilty under Article 282 of the Criminal Code of the Kyrgyz Republic "Illegal production of drugs, psychotropic substances, and their analogs with the intent to sell." This time, he was sentenced to eight years in prison with confiscation of property and serving the sentence in a general regime colony.
