During a recent investigation, it was found that 760 million soms allocated for the development of the Ken-Sai residential area were misused. This was stated by the mayor of Osh, Jenishbek Toktorbaev, during the opening ceremony of the new "Ken-Sai" substation on October 30 at the event.
Toktorbaev noted that several responsible individuals have been detained, and part of the damage has already been compensated. Ongoing work in the residential area is being funded by the returned funds. “The project was stagnant for 15 years, and during that time, many leaders changed, but Ken-Sai remained in the shadows. 760 million soms were diverted from their intended purpose, and the actual work completed amounted to only 200 million soms,” the mayor emphasized.
According to Toktorbaev, “all those guilty of embezzlement have been found and held accountable. They have already compensated half of the damage. Thanks to these funds, clean and irrigation water has appeared in the village, and a new electric substation has been launched with the support of the Minister of Energy.”
So far, about 150 households living in this area have been forced to receive electricity temporarily from a nearby concrete plant. Jenishbek Toktorbaev reported that centralized water supply will be provided to the new Ken-Sai residential area on November 20.

Turmush reported in September 2025 that the State National Security Committee of Kyrgyzstan continues to investigate a criminal case related to the embezzlement of budget funds allocated for the construction of infrastructure in Ken-Sai.
At that time, nine people had been detained, including former officials and company executives.

In July 2025, the chairman of the State National Security Committee, Kamchybek Tashiev, instructed to conduct an audit of the allocation of funds for the Ken-Sai area in the city of Osh.
According to the state committee's information from September 5, investigative activities revealed violations by contracting organizations such as LLC "A.B.", "A.N.", "B.S.", "Y." and "S.S.", "S.N.", which poorly performed road construction work.
The preliminary damage caused to the state amounts to 18 million 211 thousand 822 soms. The heads of the mentioned companies were placed in the detention center of the State National Security Committee in accordance with Article 96 of the Criminal Procedure Code.
The investigation continues, and new individuals involved in the crime are being identified for their prosecution.
As reported by the press service of the State National Security Committee on July 25, among those detained was the former head of the capital construction department of the Osh region, J.A.Dzh., chief engineer T.D.Zh., chief accountant K.S.O., and the head of the contracting organization LLC "S" - A.K.B.
The detentions were carried out as part of the investigation into the misuse and embezzlement of budget funds during the construction of roads, water supply, and electricity supply in the Ken-Sai residential area of the Osh region.
According to the data from the State National Security Committee, 657 million 45 thousand 900 soms were allocated from the budget for construction work, of which the current damage amounts to 115 million 407 thousand 828 soms.
According to the investigation of the State National Security Committee, officials of the Capital Construction Department systematically received kickbacks for providing contracting organizations with access to budget funds. This led to delays in the completion of construction work and resulted in poor-quality services.
The detainees have been placed in the detention center of the State National Security Committee. The investigation continues to identify and hold accountable others involved in the crime.
A criminal case has been initiated under Article 336 ("Corruption") of the Criminal Code of the Kyrgyz Republic.
According to photographs provided by the press service of the State National Security Committee, among those detained was J.A.Dzh, the father of the former Attorney General of Kyrgyzstan, Zh.O.A. [during the presidency of Sooronbay Jeenbekov]. He held the position of head of the Osh regional Capital Construction Department for a long time.
The head of the contracting organization LLC "S." A.K.B. was detained by the Financial Police in December 2020. At that time, he was working as an inspector for the Accounts Chamber for the Osh, Batken, and Jalal-Abad regions, and the criminal case concerned the embezzlement of budget funds amounting to about 13 million soms.
The State Service for Combating Economic Crimes and the General Prosecutor's Office began several pre-trial proceedings related to the Ken-Sai area after the events of October 2020.
By a government decree dated March 2, 2011, a decision was made to transfer 1939.7 hectares of land to the category of "Land of Settlements," including 1857.7 hectares from the category of "Agricultural Land" and 82.0 hectares from the category of "Forest Fund Land."
The Ken-Sai area encompasses the Kara-Suu and Aravan districts, as well as part of the city of Osh, with nearly 1940 hectares of land allocated for infrastructure projects.
The State Directorate for the Restoration of the Cities of Osh and Jalal-Abad prepared a project with a total estimated cost of 10 billion soms, which includes solutions to water supply issues. However, work was suspended after the allocation of 915 million soms. Of this amount, 257 million was allocated by the State Directorate, and 729 million by the capital construction department of the Osh region.
As part of the allocation of 915 million soms, a 110 kV substation and two small substations of 10 kV and 04 kV were to be built, as well as 12.5 kilometers of main roads and 260 kilometers of internal roads, pumping stations, and reservoirs.
Talantbek Eshpaev, while serving as the head of the capital construction department of the Osh region, reported in December 2020 that the road in the Ken-Sai area had been laid and leveled, but due to a lack of funding, the work was stopped. “Electric poles were installed, but the area is not connected to the electricity supply, so it was decided to dismantle them,” Eshpaev said.
To complete the road construction, an additional 406 million soms was needed. However, LLC "SuTransportPromStroy" did not complete part of the work, specifically the bridge, whose supports were installed, but the beams were not mounted. During the investigation, a receivable debt of 6 million soms was identified. Eshpaev noted that the company either needs to fulfill its obligations or return the money.

As reported by the mayor of Osh, in 2011, 800 million soms were allocated for the development of the Ken-Sai area, but in reality, only 100 million soms worth of work was completed. “As part of the first phase, water supply pipes were to be laid along the Osh–Nookat road, but this work was not completed,” he added.
The head of the state committee inquired of the head of the State National Security Committee what damage had been established. Rysaliev reported that the damage amounted to 260 million soms and did not rule out the possibility of it increasing.
Tashiev asked the prosecutor's representative to clarify how long the investigation had been ongoing. The prosecutor stated that the investigation has been ongoing since 2021, but no arrests have been made so far.
The head of the State National Security Committee expressed dissatisfaction: “The investigation has been ongoing for four years, and not a single person has been held accountable. This is already corruption,” he noted and instructed to take prompt action.
Tashiev called for active measures: “Start detaining people who have caused damage to the state amounting to 260 million soms. We will not stand by idly,” he emphasized.
