According to information published in the State Register of Judicial Acts, the investigative authorities have opened a criminal case based on Article 342, Part 2, Clause 4 of the Criminal Code, concerning bribery by a group of individuals by prior agreement. The case is related to the illegal collection of funds by the head of the Balakchy Security Department, D.T.I., and other participants, who demanded money from subordinate employees for the right to engage in security services during their free time, in accordance with a Ministry of Internal Affairs order. In this regard, the investigating judge received a petition for the application of a preventive measure. As a result, a corresponding ruling was issued.
The Balakchy Court decided to detain D.T.I. for a period of two months.
The lawyer, disagreeing with the court's decision, filed an appeal, noting that the court did not consider the possibility of applying a milder preventive measure, such as house arrest, and did not explain why this was not possible.
As part of the court proceedings, the defense presented documents confirming the composition of the accused's family, his place of residence, as well as birth certificates for the children and a pension certificate for his mother, who is a second-group disabled person. The lawyer stated that the accused does not plan to violate the established restrictions if the preventive measure is changed to house arrest and requested to overturn the investigating judge's decision.
The Issyk-Kul Regional Court reviewed the case in August 2025 and upheld the decision of the Karakol City Court regarding D.T.I., rejecting the appeal.
