Residents of the village of Karakol in the Talas region expressed concern over the increasing cases of livestock theft and appealed to local authorities.

At a press conference held on November 4 at AKIpress-Talas, local residents reported that in the past five years, livestock thefts in their village have become frequent, yet none of the criminal cases have been solved.

Oroz Kuramaev, the chairman of the elders' council, addressed President Sadyr Japarov and the head of the State National Security Committee (GKNB), Kamchybek Tashiev, pointing out the inaction of the authorities. "No one pays attention to us. Corruption at the local level is one of the reasons for our plight. We live in the mountains, where there are practically no other means of earning a living besides livestock farming. People work in the mountains their whole lives, and now they are losing their animals in entire herds. In the last five years, thefts have increased, but no case has been solved. We believe that investigations are conducted formally, and no real actions are taken. We have appealed to all instances, but to no avail. Now we hope for you and ask you to take these cases under personal control," he noted.

Maksat Zholdoshev, a resident of the village, reported that during the specified period, 279 heads of cattle went missing in Karakol. "There were no such cases before. People are in despair, and there are no results. It seems that the thieves are covered by influential figures who are not afraid of consequences. We, gathering as a whole village, decided to appeal to the president to somehow solve our problem," he added.

Seventy-year-old Üsönbek Malabekov, one of the victims, recounted that in May 2023, 32 horses were stolen from him, and a month ago, another 15 were taken. "We never left the herd unattended; we checked it morning and evening. That night there was a full moon, and it seems the thieves took advantage of this. A few days before the theft, an advertisement for selling horses appeared in WhatsApp groups, which could have been preparation for the theft. When we came in the morning, the herd was already gone. We have contacted the police twice, but there are no results. My wife and I have been engaged in livestock farming since we were 17 and have lived in the mountains all our lives. We only came down two years ago. Losing everything in one day is unbearable. The damage exceeds 5 million soms. My neighbor Marlys Üsönbekov also lost 6 horses, and he is also distressed. We hope that Kamchybek Kydyrshaevich [Tashiev] will take control of the situation, and at least part of the livestock can be returned," he shared.
