Sadyr Japarov was asked to build a building for a popular school in the Kyrgyz town of energy workers.

Residents of Kara-Kul have appealed to President Sadyr Japarov for the construction of an additional building for School No. 3 named after Frunze. This request was voiced on October 27 during a meeting with the head of state.

According to a local resident, the Frunze School is the most overcrowded in the region. Currently, 2,720 students are enrolled in the educational institution, and it is considered one of the best in the city. The issue of the need for a new building has been raised for three years, including discussions at the meetings of the People's Kurultai.

During the meeting, the president asked about the number of students in the classes. The resident replied that there are about 48 children in each class, similar to schools in Bishkek. The presidential envoy in the Jalal-Abad region, Tilek Tekebaev, added that parents are eager to send their children specifically to the Frunze School due to its high quality of education, while the neighboring school remains vacant.
Sadyr Japarov inquired why problems with teachers in other schools are not being resolved. "Why don't you transfer teachers? This is your job," he addressed Mayor Nurtilek Orozbaev. The mayor, somewhat taken aback, responded that teachers are unwilling to move to other educational institutions. Tekebaev reported that instructions had already been given to address staffing issues related to the shortage of teachers.

"It's interesting that teachers don't want to," the president commented, instructing to find qualified educators. During the conversation, the local resident again emphasized the necessity of constructing a new building.

In response, the president called for an end to the practice of requesting additional buildings for schools when there are vacant educational institutions nearby. "Aksakal, let's stop asking for an additional building. There is a school nearby that is empty," Japarov said, adding that in the past there were cases where a third school was built in one village, even though only 15-20 children were studying in the two existing ones.
He emphasized the need to organize the mayor's work and find teachers, and also noted that salaries for educators would be increased.

An important moment in the history of Kara-Kul was its founding on June 16, 1962, as a settlement for hydro builders working on the Toktogul Hydroelectric Power Station, the largest hydro facility in Central Asia. In 1962, the settlement was named Kara-Kul, and it became a city of regional subordination in 1977.

Since then, the city has undergone a series of administrative changes, including its inclusion in the Jalal-Abad region in 1990 and the return to its previous spelling in 2008. Today, Kara-Kul continues to develop as an important regional center, surrounded by picturesque nature.
