In the city of Osh, an operation aimed at enforcing the noise law took place on the night of November 13.

As part of the activities, local authorities and law enforcement officers inspected various establishments, including restaurants, cafes, fast food outlets, billiard clubs, and gaming establishments.

The city mayor, Jenishbek Toktorbaev, during the raid, strongly demanded the disconnection of electricity and water supply in several establishments due to their repeated violations of the rules, despite previous warnings. He also instructed the head of the city police department, Damirbek Isakov, to deploy police officers in the morning to prevent one of the cafes from operating.

One of the stopped places was a gaming club, where the mayor noted the necessity of its closure, expressing bewilderment at how much work there was while people were simply sitting around.

The visit also included the restaurant "Toscana," located on Alymbek Datka Street. The administrator of the establishment reported that they close at 10:00 PM and had notified clients in advance about the end of operations. They were given 15 minutes to disconnect the electricity, otherwise, they risked losing power completely.

Jenishbek Toktorbaev stated that until March 2026, electricity will be turned off in schools and kindergartens from 7:00 PM, and from 10:00 PM in entertainment establishments, including cafes and restaurants. He emphasized that this measure would help save electricity and ensure compliance with the noise law. However, pharmacies and grocery stores would not be affected.

According to reports, the Cabinet of Ministers of Kyrgyzstan introduced an energy-saving regime according to the decree of November 5, 2025. These actions are aimed at reducing the electricity deficit and maintaining the water level in the Toktogul reservoir. According to the document, all ministries and state institutions, except for strategic facilities, are required to:

- turn off the lights from 6:00 PM to 6:00 AM,

- install motion sensors for automatic lighting shutdown.

In educational institutions, lighting must be turned off from the end of classes until they begin. The control over the implementation of these instructions is assigned to the Presidential Administration, while monitoring is the responsibility of the Ministry of Energy and the Bishkek and Osh city administrations.
During the inspection of one of the cafes on Shakirov Street, the mayor noticed that the lights were still on at 11:00 PM. The administrator explained that they were preparing supplies and would start following the rules from the next day. Toktorbaev expressed dissatisfaction, pointing out that the establishment had already received a warning. "Why didn't you turn off? Are you special? Turn off their electricity and water for a month if they don't listen. All other establishments in the city have been turned off," he reminded.

In the video, it is visible that about 60% of the seats in the cafe were occupied. As a result, the lights in the hall were turned off, and the visitors finished their meals in the dark.

After that, the delegation from the mayor's office and the police department headed to a neighboring cafe, where it was also ordered to disconnect electricity and water for a month, as well as to deploy police officers.

During the visit to the billiard club, the administration was warned that if they did not turn off the lights, the establishment would be completely disconnected from the power supply.
