On November 13, the head of the GKNB, Kamchybek Tashiev, ordered a ban on the operation of cafes and restaurants after 10 PM and to disconnect them from electricity in case of violations. According to him, such measures are necessary to comply with the noise law.In response, the Bishkek city administration issued an order banning nighttime operations of establishments and began conducting inspections. Similar measures were taken in Osh. President Sadyr Japarov urged city leaders not to go to extremes and made a remark regarding excessive strictness.
It is important to note that the noise law does not prohibit establishments from operating after 10 PM, but only restricts the use of loud music. The new ban on the activities of cafes and restaurants has become part of the policy to save electricity, but it remains unclear on what grounds this decision was made. Meanwhile, representatives of the restaurant business have already warned of potential economic and social consequences of such a ban.
Previously, the authorities have already:
- banned the use of outdoor lighting in government institutions in the evening;
- restricted electricity use in schools after 6 PM, which caused dissatisfaction among parents due to the cancellation of evening clubs;
- introduced a power limit for households to 3 kW, forcing citizens to choose between turning on a washing machine or an electric kettle;
- banned the operation of mining farms until the end of March 2026.
