Japarov pointed out that inspections had become too harsh: even popular food chains like KFC were being closed, and patrons were being kicked out of cafes. He noted that rough methods were being applied to the owners of establishments, with electricity and water being cut off without sufficient reasons. "Stop such extremes! Electricity savings should start with government institutions that often leave the lights on," he added.
By the way, on November 13, in an interview, the head of the State National Security Committee, Kamchybek Tashiev, stated that municipal and law enforcement agencies should prohibit the operation of establishments after 10 PM and disconnect them from electricity in case of violations. According to him, these measures are aimed at enforcing the noise law. As a result, the Bishkek city hall issued an order prohibiting cafes from operating at night and began conducting raids. Similar inspections were organized in Osh.
It is important to note that the noise law does not prohibit the operation of establishments after 10 PM, but only restricts the volume of music. The new restrictions for cafes and restaurants are a continuation of the policy aimed at saving electricity. Previously, the government adopted a series of measures, including:
- prohibiting the use of outdoor lighting in government institutions;
- limiting electricity consumption in schools after 6 PM;
- introducing a new power limit for the population;
- suspending the activities of mining farms until March 2026.
