
Aibek Junushaliev, the mayor of the capital, addressed the district akims and heads of city services with clarifications following the raid that took place on November 13. He noted that the main goal of the event was to implement the decision regarding noise compliance and electricity conservation, rather than to restrict business operations.
The mayor emphasized that Bishkek has a daily electricity consumption limit of 10 million 45 kilowatt-hours. As of November 13, consumption exceeded this limit; however, significant savings were achieved after the raids. Currently, the limit for the capital is set at 9 million 720 thousand kilowatt-hours.
According to him, no extreme measures for power outages were taken on November 13. Establishments can continue their operations, but all mass events must conclude by 10 PM.
“At the Small Arena, which opened just a week ago, a concert with around 7,000 attendees took place, starting at 7 PM and ending at 10 PM. All guests left the event calmly, which indicates the respect for the rights and interests of citizens. Establishments intended for mass events must close by 10 PM, while cafes and restaurants can operate longer, but they need to conduct explanatory work,” the mayor added.
He also mentioned that one cafe was issued a closure order due to the noise from its generator, but if the establishment installs soundproofing technologies, it will be able to continue operating.
The mayor noted that establishments located away from residential areas and not disturbing the peace of residents can continue their activities after 10 PM, provided they have generators.
“The raids were conducted not to close businesses, but to provide recommendations, which helped avoid exceeding the limit,” he explained.
Additionally, the mayor instructed district heads to turn off building lights after 6 PM. He added that educational institutions will operate as usual, and restrictions should not affect the educational process. However, after classes, all institutions must switch to energy-saving mode.
