As part of the reform, it is proposed to adjust the Regulation concerning the appointment and certification of university heads, as well as the Qualification Requirements for this position, which were established by a resolution of the Cabinet of Ministers.
Among the proposed innovations:
- Change in the procedure for appointing heads of specialized universities. Now, authorized bodies in the fields of health, internal affairs, foreign affairs, and defense must submit candidates to the educational authority for approval (previously, this did not apply to the health sector).
- Simplification of qualification requirements. For all state educational institutions, including national ones, the requirement for an academic title and a doctoral degree is abolished. Now, a higher education degree and a candidate of sciences or PhD degree, as well as at least 5 years of work experience, are sufficient.
- Educational institutions in the field of culture and arts. For heads of such universities, the possibility of considering an honorary title in culture and arts instead of an academic degree is retained, while the work experience must still be at least 5 years.
The Ministry of Education emphasized that these changes are aimed at a more flexible approach to evaluating candidates and attracting managers with diverse experience.
