
During the meeting of the committee of the Jogorku Kenesh, which is responsible for finance, budget, entrepreneurship, and competition development, the deputies discussed the bill "On Amendments to the Code of the Kyrgyz Republic on Non-Tax Revenues," proposed by the Prime Minister.
Ruslan Suynaliev, the First Deputy Minister of Finance, emphasized that the goal of this bill is to create alternative ways of repaying loans.
He explained that currently, under Article 140 of the same code, the repayment of state loans is carried out in soms. To simplify the process, amendments are planned to allow for the payment of state loans through terminals, ATMs, as well as via online services.
Deputy Dastan Jumabekov raised the question regarding the appearance of the term "other legal banks" in the justification report.
“The concepts of state banks and financial-credit institutions are clear, but what is meant by other legal banks?” he addressed the speakers.
In response, Sanjar Abdygaziev, a member of the board of the National Bank, stated that this refers to organizations that create jobs.
“This includes payment organizers and companies engaged in payment systems,” he added.
