The Osh City Court has sentenced an employee of the State Customs Service to 8 months of imprisonment for corruption. The verdict was announced on November 21, 2025.

As reported by the press service of the GKNB at the end of August 2025, on August 26, the senior customs inspector of "Batken," Major K.G.B., was detained. This occurred as part of a criminal case initiated regarding the giving of a bribe in the amount of 1000 dollars.

According to information from the GKNB, the major offered a bribe to an employee of the Department of Internal Security and Anti-Corruption of the State Customs Service of the Kyrgyz Republic to conclude a service investigation in his favor.

As a result of the investigation, K.G.B. was charged under Article 345, Part 1 of the Criminal Code ("Giving a Bribe"). He was detained and placed in the temporary detention facility of the GKNB.

The case materials indicate that Kamil [name changed from K.G.B.], while serving as a senior inspector, violated the interests of the state service.

The investigation revealed that on August 5, 2025, at 02:00, an employee of the Southern Regional Department of the Internal Security and Anti-Corruption of the State Customs Service, A.K., was conducting a check of the mobile customs group in the Batken region based on operational information. He found that Kamil was absent from his workplace without explanation, which was confirmed by the preparation of an inspection report.

In this regard, a service investigation was initiated against Kamil. On August 25, 2025, A.K. summoned him to the administrative building of the Internal Security and Anti-Corruption Department in Osh. During the investigation regarding his absence from work and the filling out of an explanatory note, Kamil attempted to offer a bribe of 1000 dollars to influence the course of the service investigation.

On the same day, around 18:10, Kamil, realizing the illegality of his actions, handed A.K. 1000 dollars as a bribe for a favorable decision regarding the service check. As a result, he was detained at the crime scene.

According to the exchange rate of the National Bank on August 25, 2025, 1 dollar was equal to 87.4274 soms, thus, 1000 dollars amounted to 87,427 soms and 4 tyiyns.

At the court hearing, Kamil did not admit his guilt, claiming that on August 6, 2025, while on duty, he left to monitor transit cargo. According to him, he returned to his workplace around 05:30–06:00 and informed A.K. that he was absent due to service necessity.

Kamil also stated that when A.K. offered to settle the matter, he did not file a complaint with law enforcement agencies. On August 15, 2025, he received a summons from the head of the personnel department, S.T., via WhatsApp, and on August 25, he came to the Southern Department of Management.

When Kamil arrived at the department, he wrote an explanatory note, but in a conversation with A.K., he did not confirm the presence of 1000 dollars. However, upon returning, A.K. asked again about the money, and Kamil gestured to indicate the amount. Shortly after that, he was detained by GKNB officers.

In his final statement, the defendant asked the court to make a fair decision.

Witness A.K. confirmed in court that on August 5, 2025, Kamil left his workplace without reason. He explained that, according to established procedures, employees must perform their duties for 8 hours, and in case of absence, it must be recorded in the log. Kamil did not provide explanations for his absence, which led to the preparation of the report.

The court found Kamil guilty of giving a bribe and sentenced him to 8 months of imprisonment to be served in a general regime correctional facility, starting from August 25, 2025.

According to Part 5 of Article 80 of the Criminal Code, the time spent in custody from August 25, 2025, until the verdict comes into force will be calculated at the rate of one day in custody for every two days of imprisonment. The measure of restraint for Kamil remained unchanged — detention.

The court also ordered the lifting of the arrest on the property belonging to K.G.B., according to the ruling of the Osh City Court dated September 4, 2025.

The parties may appeal the court's decision within 30 days in the Osh Regional Court.
