The Jogorku Kenesh approved in the first reading a loan from the OPEC Fund for 30 million dollars

On January 28, 2026, during a plenary session of the Jogorku Kenesh, a draft law concerning the ratification of the Credit Agreement between the Kyrgyz Republic and the OPEC Fund for International Development was reviewed and approved in the first reading. This document, signed on September 23, 2025, in Bishkek, pertains to the program "Universal Access to Water Supply and Sanitation (Phase 1)."

This program aims to improve access to safe drinking water and sanitation for residents of 126 rural settlements in the Osh, Chui, and Issyk-Kul regions. As a result of its implementation, over 425,000 people will gain access to clean water.

During the discussion of the draft law, deputies, including Kamila Talieva, Zhanibek Abirov, Azamat Isirailov, Bolot Sagynaev, Ismanali Joroev, Makhabat Mavlyanova, Toktobubu Ashymbaeva, Edyta Taigaraeva, and Gulsharkan Kultaev, made clarifications and raised additional questions regarding the improvement of access to water and sanitation in various regions.

The draft law was approved in the first reading and will be sent for further consideration. Its ratification will open up the possibility of attracting financial resources from the OPEC Fund for International Development for the implementation of the first phase of the program, which is part of global efforts to achieve the UN Sustainable Development Goals in the field of water supply and sanitation.
