Kasymaiev: Customs duties have increased sixfold in five years

At the meeting of the Board of the State Customs Service, dedicated to the results of work for 2025, Adylbek Kasymaliev, the Chairman of the Cabinet of Ministers and Head of the Presidential Administration of the Kyrgyz Republic, spoke.

He reported that in 2020, customs revenues amounted to 28 billion soms, and by 2025 this figure had increased to 157.4 billion soms — almost six times more. Kasymaliev noted that the significant growth in revenues was made possible by the implementation of the national digital platform "Smart Bazy".

"If we had not implemented the digitalization of the customs system at the right time, it would have led to serious problems in operations," he emphasized.

In his address, Kasymaliev highlighted that customs payments account for more than 25% of the revenues of the republican budget, while the workload on each employee has significantly increased in recent years.

He also noted that in 2021, 113 thousand declarations were processed, while in 2025 this figure increased to more than 873 thousand. This growth was achieved without increasing the number of employees, which is a result of the automation and digitalization of processes, as well as the minimization of the human factor. The introduction of analytical methods and risk assessment in the law enforcement block has allowed for more effective identification of violations of customs legislation," he added.

At the conclusion of the meeting, Kasymaliev made a number of recommendations to the State Customs Service, in particular, he called for ensuring the achievement of projected customs revenue indicators of 142.6 billion soms in 2026 and fulfilling the tasks outlined in the action plan for the implementation of the Concept for the Development of the Customs Authority of the Kyrgyz Republic for 2026-2030.
