In the city of Kara-Kul, a man was detained on suspicion of torturing his ex-wife and two children.

In Kara-Kul, a meeting was held dedicated to the prevention of domestic violence.

It was emphasized at the event that domestic violence should not be viewed as a "private matter of the family," as it poses a threat to the safety of both individuals and society as a whole. Representatives of the city prosecutor's office reminded that there is a relevant legislative framework in Kyrgyzstan aimed at combating this phenomenon.

According to the prosecutor's office, the Constitution guarantees everyone the right to life, health, dignity, and personal inviolability. Based on this, the law "On the Prevention and Protection from Domestic Violence" was adopted on April 27, 2017.

The law outlines various forms of domestic violence, including physical, psychological, economic, and sexual. Victims may be provided with temporary protection orders, the possibility of placement in safe locations, and social assistance.

The Criminal Code and the Code of Offenses provide for liability for such acts, including the possibility of initiating a criminal case with penalties up to imprisonment. There are also behavior correction programs for offenders.

According to the prosecutor's office, in the city of Kara-Kul, 38 cases of domestic and sexual violence against women were recorded in 2025, five of which resulted in criminal cases being initiated. The registered incidents include beatings, rape, and psychological pressure.

It became known that on December 25, 2025, a local resident named B.A. filed a complaint, stating that on the night of December 9 to 10, 2025, her husband, M.S., insulted her with obscene words and also struck her on the head and face, causing bodily harm. As a result of the investigation, a criminal case was initiated under part 2 of Article 138 ("Torture") of the Criminal Code.

The investigation, according to the prosecutor's office, established that on December 26, 2025, M.S. had repeatedly used violence against B.A., as well as their son A.T. and daughter N.T. In this regard, he was charged under part 3 of Article 138 ("Torture against two or more persons") of the Criminal Code.

On the same day, December 26, 2025, the investigative judge of the Kara-Kul City Court ordered the detention of M.S. for a period of two months, until February 25, 2026. Investigative actions in the case are ongoing.

At the same time, the prosecutor's office noted that under Article 70 of the Code of Offenses ("Domestic Violence"), protocols were drawn up only against 12 individuals. No cases of violations of temporary protection orders or refusals from correction programs were registered. This indicates an insufficient level of preventive work, according to the supervisory authority.

According to the prosecutor's office, in some cases, preventive measures were not conducted thoroughly enough, control over the enforcement of protection orders left much to be desired, and the legal provisions were not fully utilized.

In light of the above, the prosecutor's office sent a representation to the Kara-Kul City Department of Internal Affairs demanding the elimination of identified violations and the strengthening of preventive measures.
