"Made a Mess." The Parliament Discusses the Cancellation of Rewards for Service in Cafés

During the plenary session of the Jogorku Kenesh held on February 5, 2026, Deputy Dastan Bekeshev expressed serious concerns about the interference of the Cabinet of Ministers in the operations of restaurants and cafes.

“I understand your good intentions, but the actions that have been taken are already impossible to rectify. I cannot explain why there was a need to interfere in this area. It would be better to focus on those basic aspects that remain unregulated, such as prices for flour, oil, meat, and other products that we use in our daily lives. Instead, you chose to intervene in the restaurant business, which is already in a difficult position. Can you cancel your decree?” Bekeshev asked.

In response, the First Deputy Chairman of the Cabinet of Ministers, Daniyar Amangeldiev, explained that the measures being taken are aimed at protecting consumer rights.

“These measures were initiated to protect consumer rights, taking into account the necessary calculations. We are conducting these measures in the service sector, and including services in the cost of service is unlawful. The gratuity for service should remain voluntary,” he noted.

He reminded that in the post-pandemic period, the Cabinet, together with the National Bank of the Kyrgyz Republic, has taken steps to stabilize prices and control inflation.

“State regulation of meat prices continues, and this year we, together with the National Bank, are making efforts to ensure that inflation does not exceed 8%,” he added.
