At the same time, insurance payouts decreased by 13.8%, indicating a reduction in the number of insurance cases, as well as an increase in the preventive role of insurance, the agency notes.
The number of contracts concluded rose to 356,000 units, demonstrating an increase in population coverage and an improvement in the level of insurance culture.
As of December 31, 2025, insurance companies had concluded 3,203,489 contracts, of which:
- Voluntary insurance – 1,854,693 units;
- Mandatory insurance – 1,348,796 units.

In 2025, 3.2 million contracts were signed, which is almost double the figures of 2024.
“The most noticeable growth is observed in the segment of mandatory insurance (+185%), which indicates stricter compliance with legislative norms and an expansion of the protection of citizens' and organizations' rights. The dynamics of concluded contracts confirm the active development of the insurance market and the growing interest of the population,” the report states.
