On February 10, President Sadyr Japarov signed a decree concerning the "Improvement of the State Security System of the Kyrgyz Republic." The information service of the presidential administration reports that in accordance with this decree:

1. The State Security Service under the President of the Kyrgyz Republic is being established, based on the 9th service of the State Committee for National Security of the Kyrgyz Republic (hereinafter referred to as the State Security Service).

2. The State Security Service is now a special state body that is subordinate to and reports directly to the President of the Kyrgyz Republic, engaging in security measures to ensure the safety of protected individuals and facilities in accordance with the legislation of the Kyrgyz Republic.

4. The legal basis for the functioning of the State Security Service includes the Constitution of the Kyrgyz Republic, the Law of the Kyrgyz Republic "On State Security," this decree, and other regulatory acts.

Additionally, on the same day, February 10, Sadyr Japarov issued a decree according to which Kamchybek Tashiev was relieved of his duties as Deputy Chairman of the Cabinet of Ministers and Chairman of the State Committee for National Security. Jumgalbek Shabdanbekov was appointed as the acting chairman of the State Committee for National Security. Three deputies of the chairman of the State Committee for National Security were also dismissed, and other changes were made to the state structure.
