1. The State Security Service under the President of the Kyrgyz Republic is being established, based on the 9th service of the State Committee for National Security of the Kyrgyz Republic (hereinafter referred to as the State Security Service).
2. The State Security Service is now a special state body that is subordinate to and reports directly to the President of the Kyrgyz Republic, engaging in security measures to ensure the safety of protected individuals and facilities in accordance with the legislation of the Kyrgyz Republic.
3. The following provisions have also been established:
- The chairman of the State Security Service is appointed and dismissed by the President of the Kyrgyz Republic;
- The deputies of the chairman are also appointed and dismissed by the President upon the recommendation of the chairman of the State Security Service.
5. The President of the Kyrgyz Republic approves the Regulations on the State Security Service, as well as the staffing schedule and structure of this body.
6. The Cabinet of Ministers of the Kyrgyz Republic is instructed to:
- Bring its decisions in line with the aforementioned decree;
- Take other measures arising from this decree.
Additionally, on the same day, February 10, Sadyr Japarov issued a decree according to which Kamchybek Tashiev was relieved of his duties as Deputy Chairman of the Cabinet of Ministers and Chairman of the State Committee for National Security. Jumgalbek Shabdanbekov was appointed as the acting chairman of the State Committee for National Security. Three deputies of the chairman of the State Committee for National Security were also dismissed, and other changes were made to the state structure.
