In 2025, the city of Osh received record funding from the republic's budget. "I want to highlight this moment. We allocate 1 billion soms for cities like Tokmok and Kara-Balta, while Osh received the largest amount of 6.6 billion soms," said the Chairman of the Cabinet of Ministers of Kyrgyzstan, Adylbek Kasymaliev, during a meeting of the Osh city council, summarizing the work done in 2025.
According to Kasymaliev, 9 schools and 9 kindergartens were renovated in the city, and 7 sports facilities and 2 cultural centers were built. As part of the instruction from the President of the Kyrgyz Republic, 2.2 billion soms were allocated from the Stabilization Fund, of which 2 billion were directed to the repair of 8 key streets, and 200 million for the construction of sidewalks and greening.
Moreover, he noted that millions of soms were allocated from the republican budget for the purchase of specialized equipment and added that support would continue. Kasymaliev emphasized the need for local leaders to effectively use the allocated funds and actively discuss important issues with the population, following the principles of people's diplomacy, as is done in other cities.
However, the chairman of the cabinet also noted that Osh showed the lowest level of attracting foreign investment in 2025. From January to September, the city received only 1.2 million US dollars, which is 44.1% less compared to 2024. This indicates problems with the investment climate.
“We need to be very cautious in our interactions with business. Excessive inspections, unreasonable demands, moral pressure, and other actions that can oppress entrepreneurs are unacceptable,” he said.
In his speech, Kasymaliev outlined a number of tasks, including the need to develop and approve the General Plan for the city as soon as possible, taking into account its expansion, propose measures to increase local budget revenues, pay attention to the quality and timelines of infrastructure projects, and focus on attracting investments in the tourism sector.
He also noted the successful implementation of several projects in 2025 that significantly changed the appearance of the city.
