Sadyr Japarov: An Investigative Committee will be established in Kyrgyzstan


President of the Kyrgyz Republic Sadyr Japarov spoke in an interview with IA "Kabar" about plans to create an Investigative Committee as part of the reform of the law enforcement system. According to him, this is necessary to eliminate pressure on investigative bodies.

He explained that currently both operatives and investigators in the State Committee for National Security (GKNB) and the Ministry of Internal Affairs (MVD) report to one minister, which can lead to corrupt actions. Japarov provided an example where an operative hands over a case to an investigator, but the investigator realizes that it may be fabricated and refuses to accept it. In response, the minister may force the investigator to initiate a criminal case, putting them in a difficult position.

According to the president, the new Investigative Committee will be directly subordinate to the president, which will help avoid the acceptance of "raw" or fabricated cases coming from operatives or ministers.

Japarov noted that this approach will help ensure the protection of human rights at a high level — according to him, this will allow achieving a level of human rights compliance of 95%, which, in turn, will create a foundation for the safety of future generations.
