At the meeting of the Committee on Industrial Policy, Transport, Architecture, and Construction, a bill concerning the construction of two bridges was reviewed and supported.
The bill, titled "On the Ratification of Exchange Notes between the Cabinet of Ministers of the Kyrgyz Republic and the Government of Japan regarding the project 'Reconstruction of the Bridge over the Naryn River on the Bishkek – Osh Highway to Improve Connectivity with the Trans-Caspian International Transport Route,'" as well as a grant agreement with the Japan International Cooperation Agency (JICA), was signed on December 12, 2025, in Bishkek and was approved in the first reading.
Ulukbek Janibekov, Deputy Minister of Transport and Communications, presented the information.
He noted that the main goal of the bill is to improve transport connectivity of Kyrgyzstan with neighboring countries through the reconstruction of the bridge on the Bishkek-Osh highway, which will ensure safe and uninterrupted vehicle movement.
“The construction of the bridge will take place in the Toktogul district of the Jalal-Abad region at the 315th kilometer of the Bishkek–Osh highway. The Japanese government is allocating a grant of 3 billion 190 million yen for this project, which is approximately equivalent to 20 million 416 thousand 639 US dollars,” the speaker added.
In addition, the committee members approved the bill "On the Ratification of the Financing Agreement between the Kyrgyz Republic and the Eurasian Development Bank," which pertains to the project "Improvement of Roads in the City of Osh" (construction of two overpass bridges and a 3.2 km section of road), signed on December 29, 2025, in Bishkek, in the first reading.
