During the meeting, a draft law was also supported, which includes a Grant Agreement between the Cabinet of Ministers of Kyrgyzstan and the Japan International Cooperation Agency (JICA). Both documents were signed on December 12, 2025, in Bishkek.
The Deputy Minister of Transport and Communications, Ulukbek Janibekov, presented information on this matter. He noted that the purpose of the draft law is to improve transportation links between Kyrgyzstan and neighboring countries by reconstructing the bridge over the Naryn River on the Bishkek-Osh highway, which will ensure safe and uninterrupted traffic flow.
“Construction work will be carried out in the Toktogul district of the Jalal-Abad region at the 315th kilometer of the Bishkek-Osh highway. The Japanese government is providing a grant for the project 'Reconstruction of the Bridge over the Naryn River' amounting to up to three billion one hundred ninety million Japanese yen (3,190,000,000 yen), which is equivalent to approximately 20,416,639 US dollars,” the speaker added.
In addition, the committee also reviewed and approved a draft law on the ratification of a Financing Agreement with the Eurasian Development Bank for the project 'Improvement of Roads in the City of Osh', which includes the construction of two overpass bridges along a 3.2 km stretch of road. This document was signed on December 29, 2025, in Bishkek.
