There is an increase in fraud cases in the construction sector – results for 2025 were summarized at the board meeting of the Osh Regional Court.

At an extended meeting of the Osh Regional Court held on February 27, the results for 2025 were summarized, focusing on the analysis of the judicial system's performance in the region. The Chairman of the Supreme Court, Mederbek Satyiev, participated in the meeting.

During the session, statistical data on the number of cases considered in civil, criminal, and administrative proceedings were discussed, as well as the assessment of the quality of justice indicators.

According to the presented information, the majority of criminal proceedings in the Osh region consist of property crimes, with particular attention given to the significant increase in cases of fraud.

The Deputy Chairman of the Osh Regional Court for Criminal Cases, Nurlan Abdrazakov, noted that the rise in the number of such cases is linked to the activity of construction companies in the city of Osh.

There is also a noticeable increase in criminal cases related to evasion of alimony payments. This is associated with changes in Article 178 ("Evasion of Parents from Supporting Children") of the Criminal Code of the Kyrgyz Republic, which allows for avoidance of responsibility upon full compensation for damages. Similar provisions apply in the commentary to Article 209 ("Fraud") of the Criminal Code, leading to an increase in both new cases and terminated proceedings.

At the meeting, it was reported that in 2025, the quality percentage of judicial decisions was 58.8%, which corresponds to the indicator for 2024. Nurlan Abdrazakov emphasized that this level cannot be considered high. The main reasons for the stagnation of the indicator are related to new legislative initiatives that lead to frequent case terminations due to full compensation for damages, which affects the overall effectiveness statistics.

As a result of the meeting, tasks were set for the judiciary for the current year:

- ethics and accountability: strict requirements for adherence to ethical standards and personal responsibility of judges.

- anti-corruption measures: reducing corruption risks and ensuring transparency in judicial processes.

- digitalization: active implementation of digital technologies in judicial proceedings.

- public trust: raising work standards to strengthen public trust in the judicial system.

Mederbek Satyiev provided instructions for improving the operational work of the courts and protecting the legitimate interests of citizens.
