Expert: Staffing decisions are a response to the inertia of certain officials

Recently, personnel changes in the government and regional representative offices have signaled the need for a reboot of the state management system. This opinion is held by Ulugbek Yereshayev, an expert in public administration.

According to him, some agencies exhibit clear inconsistency and lack of coordination between local structures and the mayors of major cities.

“The personnel reshuffles affecting several ministries and local authorities are due to the fact that a number of key projects, such as the development of transport and logistics infrastructure, have often been in a state of 'stagnation.' The coordination processes in certain agencies remain excessively bureaucratic and complex. Moreover, there is a lack of clear coordination between state structures, even on significant projects. The inertia of some officials may threaten the successful resolution of current tasks facing the country.

It should be remembered that it is necessary to build a transcontinental railway, rapidly develop transport and logistics infrastructure, and construct the Kamabara-Ata-1 hydroelectric power station. The state management system must be flexible, efficient, and ready for multitasking; however, it seems that some officials have not been able to adapt to the new conditions. Desynchronization in actions is unacceptable when transitioning to a new level of economic development, which has become the reason for staffing decisions,” Ulugbek Yereshayev concluded.
