The Ministry of Labor of Kyrgyzstan proposes to establish fixed burial benefit amounts

The Ministry of Labor, Social Welfare, and Migration of Kyrgyzstan has proposed the introduction of fixed amounts for funeral benefits. This draft resolution is currently available for public discussion.

At present, the burial benefit is regulated by government norms, and its amount is determined based on the average monthly salary of 2010, which is 7189 soms.

Payments related to the funeral benefit are made as a percentage of this amount: 100% (7189 soms) — in the case of the death of a working person; 50% (3595 soms) — in the event of the death of the head of a peasant household, an entrepreneur, an officially registered unemployed person, or a dependent of a working individual; 20% (1438 soms) — for the death of other family members who are dependents of the specified categories.

According to the Ministry of Labor, for more than 10 years, the benefit has not been indexed, which has led to its discrepancy with the minimum subsistence level (9738.29 soms for 2025) and actual funeral expenses. Meanwhile, the average monthly salary has increased from 7189 soms in 2010 to 42,919 soms in 2025, and the consumer price index has risen approximately 2.65 times.

As part of the new project, it is proposed to:

— abolish resolution No. 192;

— exclude the use of "the average monthly salary of 2010" as the calculation base;

— establish fixed amounts for the benefit based on a calculation indicator (100 soms):


According to the Ministry of Labor, taking into account annual mortality statistics, the total budgetary need will amount to 26.5 million soms, with an additional requirement of about 14.7 million soms per year.

It is planned that the new benefit amounts will come into effect on January 1, 2028, which will allow for budgetary sustainability and preliminary expense planning.

Furthermore, the project updates the norms regarding the calculation of benefits for temporary disability, pregnancy, and childbirth, replacing the reference to the repealed resolution of 1999 No. 408, which will ensure a unified legal regime and eliminate conflicts in law enforcement, the Ministry reports.
