As part of the control measures carried out by the Main Department for Combating Smuggling of the State Customs Service, facts were established regarding the use of goods that are under responsible and temporary storage without proper customs clearance.
In particular, in September 2025, a jaw crusher weighing 18,350 kg and valued at 64,225 USD was delivered to the name of the LLC "C.C." The equipment was placed in responsible storage in Naryn until a classification decision was made in December 2025; however, the procedure for release for domestic consumption was not carried out. As a result of the inspection, it was found that this equipment had already been installed and was being used in production processes. The amount of accrued customs duties amounted to 696,363 soms.
Similar violations were recorded concerning the LLC "C.Y.", which received 34 types of goods weighing a total of 88,789 kg in August-September 2025. These goods were used in construction works without proper customs clearance, leading to the accrual of payments totaling 3,715,607 soms.
It was also established that the LLC "D.D." used goods (50 types, total weight 13,135.5 kg) in its construction projects, which were delivered in June and September 2025 under temporary storage conditions. The amount of accrued customs duties amounted to 1,293,579 soms.
In all cases, appropriate acts and detention protocols were drawn up in accordance with Article 379 of the Customs Code of the Eurasian Economic Union. According to paragraphs 4 and 5 of Article 103 of the Code, the use of goods under temporary storage entails the obligation to pay import customs duties and taxes without the application of tariff benefits.
This material has been forwarded to the Investigation Department of the State Customs Service. As a result of the measures taken, 5,705,550 soms were reimbursed to the state budget of the Kyrgyz Republic.
