Some settlements that were previously considered mountainous no longer meet this status. The State Migration Service proposes to establish a temporary transitional period for citizens of Kyrgyzstan who live and work in these areas. A draft document has already been published for discussion.

According to the explanation of the document, its purpose is to determine how state support measures and guarantees will be provided for residents and workers of these settlements, ensuring a smooth transition to new conditions of socio-economic regulation after the exclusion of a number of villages from the list of mountainous areas.

“During the inventory of settlements, it became necessary to exclude some of them. A total of 34 settlements that do not meet the criteria for mountainous areas are being excluded. Since 1997, residents and workers in these places have received supplements to social benefits and salaries in the form of established coefficients,” the document states.

To avoid a sharp decline in the standard of living for the population and ensure social justice, the draft resolution includes temporary measures. During the period these measures are in effect, citizens who are permanently residing and working in the specified settlements at the time of exclusion will retain the right to receive supplements and coefficients. However, the text of the temporary provision is not yet available for review.

The full list of mountainous villages and areas where increased coefficients for supplements are in effect can be found here.
