However, there are exceptions
President Sadyr Japarov issued a decree introducing a moratorium on inspections of entrepreneurial structures until the end of 2026.
This measure applies to inspections conducted by law enforcement and other state bodies endowed with the relevant powers.
Nevertheless, some inspections will be allowed. Exceptions include:
- inspections within the framework of criminal and civil cases;
- inspections based on appeals from entrepreneurs;
- inspections at the request of foreign state bodies;
- inspections based on complaints from individuals and legal entities;
- inspections in the presence of specific evidence of law violations;
- customs inspections;
- tax inspections — within the framework of the previously established tax moratorium;
- inspections conducted by the National Bank;
- inspections in the field of civil aviation.
The decree also establishes personal responsibility for heads of state bodies for compliance with this moratorium.
The goal of this initiative is to reduce pressure on businesses and prevent abuses during inspections, as well as to create a more favorable investment climate.
