New Approaches to Supporting People with Disabilities Discussed at the Presidential Administration

The meeting of the Council for the Affairs of People with Disabilities was held in the Kyrgyz Republic, organized under the Cabinet of Ministers.

The Deputy Chairman of the Cabinet of Ministers, Edil Baisalov, chaired the event, as reported by the press service of the Cabinet.

Members of the Council, as well as representatives of various state and international organizations, including non-governmental structures, attended the meeting. During the session, reports were presented on activities conducted for children with disabilities, and measures for the prevention of disabilities were discussed, including the implementation of screening methods and the existing difficulties in their implementation. Attention was also focused on the development of inclusive education for children with special educational needs.

Additionally, participants discussed a draft action plan for the implementation in the Kyrgyz Republic of a program aimed at creating conditions for psychological, medical, and pedagogical support for people with special psychophysical needs for the years 2026–2030.

Edil Baisalov emphasized the importance of this meeting, highlighting that it addresses critically important issues for the future of the country concerning the rights and improvement of the quality of life of children with special needs. He stressed the need for timely diagnosis of children with mental disabilities, the provision of specialized assistance, and full integration into society, which is not only a social service but also a duty of the state to every child. To achieve these goals, a comprehensive approach, interagency cooperation, and the creation of equal opportunities in all regions are necessary,” he added.

As a result of the meeting, recommendations were developed and further steps were outlined to improve state policy in this area.
