Toktorbaev's name had previously been mentioned in the context of the financial obligations of the city administration. On social media, he himself confirmed the existence of debts to contractors, but claims that the amount being discussed online (12 billion soms) is significantly exaggerated.
Additionally, sources from Kaktus.media had earlier reported that during his tenure as mayor, a budget loan of 2 billion soms was arranged, with municipal enterprises of the city used as collateral. According to unconfirmed information, this concerned such entities as the Municipal Enterprise "Osh Water Supply", the Osh City Municipal Transport Enterprise, and the Municipal Enterprise "Osh Unaa Beketi".
Interviewees also noted that the Osh city administration received significant financial support from the President's Stabilization Fund, with around 2.7 billion soms allocated for projects, including major road repairs, landscaping, and the purchase of special equipment.
