
As part of the new decree, it is planned to implement an experimental regime in 20 state medical institutions located in various parts of the country, while the program of state guarantees will remain unchanged.

Increased autonomy of medical institutions
Heads of institutions will have the opportunity to independently establish the organizational structure and staffing schedule, taking into account the number of patients, services provided, technical equipment, and performance indicators.

Medical organizations will be able to pool financial resources into a single treasury, redistributing them according to priorities, as well as retain remaining funds at the end of the year for equipment purchases and reorganization.
New salary calculation system
It is proposed to transition from the traditional salary system, which depends on position and rate, to a model focused on work results. Heads will have the right to set employee salaries considering a certain level of guarantee.

Medical institutions will be allowed to open current accounts at OJSC "Eldik Bank" for working with donors and sponsors.
Paid services and pricing
The project also includes the introduction of new mechanisms for forming prices for paid medical and auxiliary services in an experimental mode. These services will not be subject to regulation in accordance with the legislation on state and municipal services.

- Proponents of these measures believe that their implementation will:
- increase the motivation of medical staff and managers;
- strengthen the financial stability of state medical organizations;
- expand the range of services provided;
- improve the quality of medical care and patient satisfaction.

With positive results from the experiment, a phased implementation of the mechanisms is planned for all state medical organizations. The results of the experiment will be summarized in an analytical report with recommendations for further reform of the healthcare system.
