According to data obtained from monitoring conducted by the Ombudsman Institute of the Kyrgyz Republic, 4.5 billion soms are needed to ensure the full operation of oncology institutions in Kyrgyzstan. This amount is five times higher than the funding currently allocated. The study analyzed two oncology hospitals in the capital. Human rights defenders note that funding for the oncology service has significantly fallen short of actual needs in recent years. For example, from 2018 to 2024, only about 3 million soms per year were allocated for the development of oncology care. In 2024, funding was increased to 176 million soms, and in 2025, a rise to 800 million is expected. Nevertheless, even these increased amounts remain significantly below what is necessary.
According to the National Oncology Center, 4.5 billion soms are indeed required for the normal functioning of the service, which is five times more than the allocated funds.
“The limited budget negatively affects the renewal of medical equipment, the purchase of consumables, and the technical equipping of departments. This causes delays in treatment and jeopardizes the ability to provide full assistance to patients, especially children, and complicates the timely administration of radiation therapy,” the report emphasizes. The Ombudsman Institute stresses that without adequate increases in funding and modernization of technical infrastructure, it is impossible to guarantee citizens the right to quality medical care.
