
A subcontractor named G.A. was detained in the Chui region, accused of failing to pay wages to workers involved in the construction of a small hydroelectric power station.
According to information provided by the Main Internal Affairs Directorate of the Chui region, the incident occurred on December 26, 2025, when a resident of the Moscow district, I.E. (born in 1989), filed a collective complaint with the local law enforcement agency. He reported that since 2024, G.A. had engaged 25–30 workers for concrete work. Despite the established salary of 50,000–60,000 soms per month, payment for December 2025 had not been made.
A criminal case was opened on this matter under Article 209 (Fraud) of the Criminal Code of Kyrgyzstan.
During the investigation, it was revealed that G.A. (born in 1993) began performing concrete work in October 2024 based on an oral agreement as a subcontractor for the company "A.G.E.". He was paid 5,500 soms for pouring 1 cubic meter of concrete. To conduct business, he registered as an individual entrepreneur in the name of his wife E.K., obtaining a power of attorney.
About 100 local residents were involved in the construction, who were paid 200 soms per hour. However, from November to December 8, 2025, around 25 workers went without wages.
The investigation established that during the specified period, 7,200 cubic meters of concrete work were completed, along with other construction activities. The total amount received by G.A. from the company "A.G.E." was 43,446,878 soms. Of this amount, 3,115,000 soms were paid in taxes.
In accordance with Article 96 of the Criminal Procedure Code of Kyrgyzstan, G.A. was detained and placed in a temporary detention facility.
