At the meeting of the Committee on Judicial and Legal Affairs of the Jogorku Kenesh, held on January 20, Justice Minister Ayaz Bayetov presented a bill that proposes to limit the number of amendments to the codes to once a year. According to the minister, the frequent amendments that have occurred in recent years undermine citizens' and businesses' trust in the legal system, create difficulties in law enforcement, and hinder the formation of sustainable strategies in the economy and social sphere.

The minister provided statistics indicating that in 2025, the Code of Offenses underwent 33 amendments, while the Labor Code had two, the Civil Code had 13, the Criminal Procedure Code had 13, and the Code on Non-Tax Revenues also had 13 amendments. He emphasized that the proposed limitation would allow for a more thorough analysis of amendments and improve the stability of the legislative framework.

Bayetov also noted that similar restrictions are already in place in the Tax and Digital Codes. The ability to make amendments based on decisions from the president or the Constitutional Court will be retained.

As a result of the discussion, the committee decided to postpone the consideration of the bill for further refinement.
