The aim of the innovations is to optimize the system of expertise for project documentation, eliminate legal discrepancies, and improve interaction between developers and government bodies.
The proposed changes in the draft order include:
- conducting expertise of project documentation in separate areas — construction, fire safety, environmental safety, and industrial safety, rather than in a comprehensive format;
- clarifying the responsibility of the customer for the correctness of document preparation in authorized bodies and the coordination of all parts of the project;
- excluding outdated norms, including those related to comprehensive expertise;
- introducing new requirements for the composition of documents necessary for obtaining expert conclusions.
The document also requires government bodies to provide separate expert conclusions for each area of safety.
