
At a recent meeting of the Jogorku Kenesh, deputies discussed a draft law concerning amendments to the Law "On the Individual (Personalized) Accounting of Citizens of the Kyrgyz Republic for the Purposes of Mandatory State Social Insurance."
The First Deputy Minister of Digital Development and Innovative Technologies, Nursultan Kubanov, presented information about this draft law. He noted that its goal is to eliminate internal contradictions and streamline the process of assigning personal identification numbers (PINs) to both citizens of Kyrgyzstan and foreigners and stateless persons.
Kubanov explained that the assignment of PINs is carried out through the automated information system "Records of Civil Status Acts." Despite the existence of a unified centralized database and extensive control capabilities, technical errors in assigning PINs still occur, which prompted the need for amendments to the law.
Deputy Dastan Bekeshev asked about the number of citizens with double or triple PIN codes. In response, Kubanov stated that previously about 300 thousand people had such problems, but today this number has decreased to 100 thousand, as the issue has already been resolved for 200 thousand citizens.
As a result of the discussion, the draft law was adopted in the first reading.
