At the meeting of the Committee on Science, Education, Innovative Development, Information Technologies, Culture, Sports, and Youth Affairs of the Jogorku Kenesh, a bill concerning amendments to the Law of the Kyrgyz Republic "On Individual (Personalized) Accounting of Citizens for the Purposes of Mandatory State Social Insurance" was reviewed and approved. This decision was made during the first reading.
The initiator of this bill was the Chairman of the Cabinet of Ministers.
The Deputy Minister of Digital Development and Innovative Technologies, Nursultan Kubanov, emphasized that the goal of developing the bill is to eliminate internal contradictions and streamline the process of assigning identification numbers to both citizens of the Kyrgyz Republic and foreigners and stateless persons.
During the discussion, Deputy Seyidbek Atambaev raised the issue of mechanisms for correcting technical errors in the assignment of personalized identification numbers. Deputy Santalat Amanova noted the importance of clearly defining the authorized state body responsible for this process. Gulsharkan Kultaeva asked about the preservation of the history of the old identification number in case of its replacement or correction of errors. Sovetbek Rustambek uulu also raised the question of the rules for assigning identification numbers to foreign citizens and stateless persons.
The Chairwoman of the Committee, Toktobubu Ashymbaeva, emphasized the need for information integration of databases between various ministries and agencies.
