The initiator of this bill was the Prime Minister of the country.
Aybek Matkerimov, the First Deputy Minister of Health, emphasized that the main goal of the new law is to implement the presidential decree of August 28, 2025, No. 250, which introduces a state monopoly on the training of medical specialists.
According to the new law, the Kyrgyz State Medical Academy named after I. Akhunbaev will receive the status of a system-forming higher educational institution with exclusive rights to train specialists in the fields of medicine and pharmacy, as well as to retrain and improve the qualifications of medical personnel.
The KSMU will be responsible for ensuring that educational programs meet both national and international standards, as well as for accreditation, the development of practice-oriented training, simulation education, and the implementation of digital technologies.
The amendments affect a number of laws:
- the law "On the Licensing and Permitting System," which terminates the licenses of educational institutions if they do not meet accreditation requirements;
- the law "On Education," which establishes the status and powers of KSMU as the main university;
- the law "On the Protection of Citizens' Health," which expands the powers of the Ministry of Health in the area of licensing educational activities and training scientific personnel;
- the law "On Science," which clarifies the legal status of scientific organizations in the field of healthcare.
According to the new regulations:
- state educational standards for higher medical education and additional training will be developed by KSMU and will be equivalent to state standards;
- supervision of the educational process and assessment of the quality of personnel training will be carried out by the Ministry of Health, not by the authorized body in the field of education;
- the charter of the system-forming university will be approved by its founder, and licenses for educational activities in the field of medicine and pharmacy will be issued by the Ministry of Health;
- mandatory state accreditation will be introduced for all educational programs in the field of healthcare;
- state educational institutions of higher medical education will be able to engage in financial activities outside the budgetary sphere;
- heads of universities and scientific organizations in the field of healthcare will be appointed by the Ministry of Health;
- internship and residency programs will be implemented by accredited educational institutions and clinical facilities, with the awarding of a specialty upon completion of the practice.
