The main goal of this draft law is to improve regulatory oversight in the field of medicine circulation. This involves optimizing the processes of state registration and eliminating duplicative norms and legal gaps.
The development of the draft law was the result of legal monitoring of the law "On the Circulation of Medicines," which was conducted by the Ministry of Health in accordance with the established procedure for law enforcement and legislative evaluation.
As part of improving the system for tracking the circulation of medicines and medical devices, the minister proposes to empower the Department of Medicines and Medical Devices to create and maintain an electronic database of medicines.
Additionally, the draft law aims to enhance the accessibility of medicines for citizens, protect vulnerable groups of the population, and strengthen the healthcare system. In particular, it is proposed to transfer to the Ministry of Health the authority to determine the procedure for support within the framework of programs for the use of experimental medicines for patients with life-threatening diseases, based on the principle of compassionate access to treatment.
Another important aspect of the draft law is the addition of the word "active" to part 1 of article 16 in the context of pharmacopoeias recognized in the Kyrgyz Republic. This update will allow the application of pharmacopoeias that correspond to modern achievements in science and technology, which will directly affect the quality, safety, and effectiveness of medicines.
