In the note accompanying the draft, it is noted that the new packages of medical services cover the entire process of patient care, including prevention, laboratory studies, provision of medications, and treatment in hospitals, including surgical operations.
In revising the program, the World Health Organization's Universal Health Coverage (UHC) Compendium was used, which assisted in mapping the available medical services in the country. Each service includes essential data on the required resources and medical services.
Out of 424 medical service packages selected during the mapping, 186 were recognized as highly effective and prioritized.
The list of priority medical service packages includes:
- diseases of social significance;
- maternal and child health;
- non-communicable diseases (cardiovascular, diabetes, certain oncological and psychiatric disorders);
- infectious diseases (tuberculosis, HIV, hepatitis, measles, meningitis);
- cases of violence (child abuse, elder abuse, sexual violence);
- injuries;
- palliative and emergency care.
