The draft clarifies that anatomical donation regulates the process of voluntary transfer of organs, body parts, and tissues of a capable individual for use in educational institutions and research organizations for educational and scientific purposes.
The aim of this approach is to improve educational and practical work in medical and scientific institutions, as well as to enhance the quality of education for teachers and students.
“A citizen has the right to notarize their consent to anatomical donation and revoke it at any time. The right to use anatomical donation arises only after the confirmation of biological death of the person who has left a will regarding this matter,” the draft states.
Additionally, the following may be transferred to medical institutions:
- unclaimed corpses;
- amputated or removed organs from living patients during surgeries, if they have not been claimed within ten days after the intervention.
In this case, the patient's consent is not required.
However, bodies that died from infectious diseases such as AIDS, plague, anthrax, viral and hemorrhagic fevers, as well as tularemia and cholera, are not subject to transfer for educational and scientific purposes.
In recent years, there has been a decline in the quality of medical care in the republic, one of the reasons for which is the decrease in the level of medical education. The draft aims to improve the quality of training by providing the opportunity to use donor material for creating educational aids and practical classes in the anatomical and surgical departments of medical universities,” the justification notes.
“Medical students, having the opportunity to work with donor organs, will be able not only to acquire theoretical knowledge but also to develop practical skills, including performing medical procedures and surgeries during their training, rather than only after graduation, which usually occurs with live patients. This should significantly improve the level of medical care and reduce the number of medical errors that have increased in recent years,” the document adds.
