City hall representatives emphasize that in recent years, the rental and sharing of IMDs, such as electric scooters, unicycles, and hoverboards, have been rapidly developing. However, their placement often occurs in a disorderly manner, without coordination with the relevant authorities, leading to violations of urban planning regulations and hindering the movement of both pedestrians and vehicles, as well as causing disputes between operators and municipal services.
Officials note that amid the growing traffic flow, IMDs have become an alternative means of transportation, contributing to a reduction in traffic jams in the city.
In this regard, a project has been developed to establish the procedure for forming and approving a list of sites for the placement of IMD rentals and to define the geographical zones for their use.
According to the project, land plots designated for the placement of IMDs will be provided for short-term lease for up to one year through direct sale. The size of the plot should not exceed 5 square meters.
The rental cost of the land plots will be determined in the same way as for lightweight objects in Bishkek.
The list of areas where IMDs cannot be placed includes:
- loading and unloading areas;
- parking spaces for people with disabilities;
- sidewalks less than two meters wide, as well as access to educational and medical institutions;
- roadways, except for specially designated parking pockets;
- exits and passages from underground and above-ground pedestrian crossings, public transport stops;
- areas where IMD parking may threaten visibility, create obstacles to movement, or interfere with emergency services.
Additionally, the project includes strict operating rules for IMDs through mobile applications or terminals with mandatory user identification, which should enhance safety and accountability.
Control measures are also provided, including the possibility of terminating contracts and blocking users in operators' applications in case of traffic rule violations and established norms.
“The launch of this project will allow for the orderly placement of IMDs, reduce instances of their unauthorized abandonment in public places, enhance the safety of citizens' movement, and implement a monitoring system for their use. Furthermore, a transparent scheme for determining rental fees will be created, leading to additional revenues in the city budget from short-term land leases and payments for the relocation of improperly placed IMDs. The adoption of this resolution will improve transportation infrastructure and create a more comfortable urban environment,” city hall officials emphasize.
