Master Plan 2050: Bishkek City Hall Urges Caution Against Fraudsters

In Bishkek, the project of the General Plan for the city, designed until 2050, is under discussion. In recent weeks, there have been cases of unauthorized price increases for land plots intended for agriculture, as well as the spread of misleading information about the goals and objectives of this General Plan. This was reported by the press service of the city hall.

The city hall reminded that the project is at the stage of public hearings, and no decisions have yet been made regarding the redistribution of land, changes in their status, or planning for construction.
The use of land plots is carried out in strict accordance with the current land legislation of the Kyrgyz Republic.
In particular, for the construction of multi-story residential buildings on agricultural land, a change in the status of the land plot is required, which is carried out in accordance with land legislation and the Regulation "On the Procedure for the Transfer (Transformation) of Land Plots," approved by the resolution of the Cabinet of Ministers of the Kyrgyz Republic dated November 4, 2024, No. 665.

Advertisements have appeared on social media for the sale of 17 hectares of land in the northwestern part of Bishkek for the construction of multi-story buildings with heights ranging from four to eight stories at a price of $3000 per hundredth of a hectare.

However, according to information provided by the Bishkek city hall, no applications or materials regarding the change of category for the specified land plot have been received. This means that the current status of the land remains unchanged, and any construction work without a change of category will be prohibited.

Furthermore, the new General Plan mentioned in the advertising materials has not yet been approved and has not come into legal force. Thus, using a project that is still under discussion for personal gain may lead to legal consequences from the competent authorities.

According to Article 13 of the Land Code of the Kyrgyz Republic, changing the type of land within one category is possible without transferring from one category to another, except for agricultural land. In populated areas, changing the type of land is carried out without transformation based on urban planning documents.

Thus, even after the approval of the General Plan, to use agricultural plots for other purposes, it will be necessary to change their category in the established manner, following the specified procedures.
