According to representatives of the authorities, the level of housing affordability is the most important indicator of the social condition of the population.
By the beginning of 2025, the average housing provision in Bishkek is expected to be 14 square meters per person. It is worth noting that according to Article 45 of the Housing Code, the minimum living space norm for citizens in the country is 12 square meters per person.
The volumes of housing construction in the capital are planned taking into account the following factors:
- projected population growth to 1 million 920 thousand people by 2050;
- the need to improve housing conditions for the residents of Bishkek, based on a target provision level of 22 square meters per person.
As part of this project, the construction of residential areas with a total area of 24 million 804 thousand square meters is planned.
By the end of the project period, the total area of the housing stock should reach 42 million 240.9 thousand square meters.
The largest volumes of new construction will be concentrated in the Lenin and Oktyabrsky districts due to the implementation of already approved construction projects.
The general plan for the city includes the following structure of housing construction until 2050:
- individual housing — 7 million 90.4 thousand square meters (28.59 percent);
- low-rise buildings — 2 million 487.2 thousand square meters (10.03 percent);
- medium-rise buildings — 2 million 833.6 thousand square meters (11.42 percent);
- high-rise buildings — 12 million 392.7 thousand square meters (49.96 percent).
When designing new housing, previously developed plans and construction projects were also taken into account.
