
The document contains proposals for spatial development aimed at addressing existing problems and correcting negative trends in land use. It envisions development in the eastern and western directions, which will help redistribute loads in the urban planning system.
The main principles of the new planning approach include sustainable development, efficient use of territorial resources, and protection of the unique natural-ecological system of the capital.
The distribution of loads and their leveling will take into account territorial reserves, most of which are located in the Lenin and Oktyabrsky districts.
The project proposes a polycentric system of public centers and the development of multifunctional centers along key urban highways. It also includes the completion of the formation of new multifunctional centers in each district, as well as the creation of specialized planning centers connected by major highways of general significance.
Within the historical boundaries of the city, a core has formed that has become the administrative, cultural, and educational center. The strengthening of Bishkek's capital functions will be carried out through the creation of the business center "Bishkek City" in the Lenin District, at the intersection of Jayyl Baatyra and Alykulov streets, as indicated in the document.
Additionally, multifunctional centers will be established in each district of the city:
- in the Oktyabrsky district — at the intersection of the Eastern Big Chui Canal and Valikhanov Street;
- in the Pervomaysky district — in the area of the former village of Prigorodnoye;
- in the Sverdlovsky district — at the intersection of Togolok Moldo and Shcherbakov streets.
The General Plan also includes the creation of an administrative center in the southern part of the capital, along Chingiz Aitmatov Avenue, as well as shopping centers such as the "Dordoy," Alamedin, "Talai," "Etaloy Stroy," and Osh markets. Medical centers are planned in the northern part of the former village of Novopavlovka and in the areas of the former villages of Prigorodnoye and Maevka, as well as the residential complex "Seitek Kok Jar."
In the southern part of the city, the construction of a republican medical cluster is proposed.
The General Plan also provides for educational public centers, such as a campus in the area of the Eastern Big Chui Canal and Dostoevsky Street, as well as recreational centers in the north of the former villages of Rassvet and Orok, in the area of Dostoevsky and Valikhanov streets.
Sports centers are planned to be located east of the former village of Prigorodnoye, where a new racetrack will be built.
Additionally, the General Plan includes the creation of subcenters in previously existing rural settlements, such as Novopavlovka and Uchkun.
It should be noted that this document was prepared by the Research Institute of Prospective Urban Planning from St. Petersburg. Its team included the heads of the institute, Mayor Aibek Junushaliev, his deputy Azamat Kadyrov, and other specialists.
The development of the new General Plan became possible based on the directive of the Cabinet of Ministers of Kyrgyzstan.
The General Plan of Bishkek is a strategic document aimed at the long-term development of the city, strengthening it as a financial and logistics center of Central Asia, diversifying the economy, and creating a comfortable urban environment.
