Currently, there are eight municipal houses of culture operating in Bishkek, which can accommodate a total of 1,100 spectators.
According to regulations, by 2050, the demand for cultural institutions will grow to 7,700 seats, which will require the construction of 18 new houses of culture.
It is planned that the new ten houses of culture, with a total capacity of over 6,600 seats, will be located as follows:
- three in the Lenin district;
- two in the Oktyabr district;
- three in the Pervomay district;
- two in the Sverdlov district.
Additionally, considering Bishkek's population of over 1 million people, it will be necessary to create two circuses. A growth in the demand for theaters and concert halls is expected.
In this regard, the master plan project includes:
- a theater and concert hall in the Lenin district;
- a theater and concert hall in the Oktyabr district;
- a circus in the Pervomay district, near Kyiv Street.
Furthermore, the construction of the following is planned:
- eight clubs for pensioners and people with disabilities (two in each administrative district);
- 32 day care centers for the elderly (one in each MTU);
- 19 day centers for people with disabilities, each accommodating 100 places;
- four centers for the homeless, also with 100 places each;
- three centers for children and adolescents in conflict with the law, each with a capacity of 50 places;
- a nursing home for the elderly and people with disabilities with 300 places.
Currently, there are no facilities in Bishkek focused on youth policy. The master plan provides for the creation of:
- one multifunctional youth center;
- four youth centers, one in each district of the city.
