Free travel for caregivers of children with disabilities is being proposed in Bishkek.
According to the city administration, such children require constant care and support.
As of August 15, 2025, there are 2,202 registered personal assistants in the capital, of which 1,442 have permanent registration in Bishkek.
For social integration, children with disabilities often need to be accompanied by parents or legal representatives when visiting sports, creative, educational, or medical institutions. However, the transportation costs fall on the shoulders of personal assistants, creating an additional financial burden on families and limiting children's access to necessary services.

In light of the above, it has been proposed to include personal assistants accompanying children with disabilities under 18 years old in the category of individuals entitled to free travel on the city's public transport.
According to officials, this will significantly reduce the financial burden on families and create more favorable conditions for children with disabilities, allowing them to participate more actively in societal life, including economic, political, and cultural aspects.
However, the adoption of this resolution will require additional budget expenditures.
According to preliminary estimates, 17 million 270.6 thousand soms will be needed from the local budget for these purposes in 2026.
Currently, the right to free travel on municipal transport is already granted to pensioners, individuals with disabilities of groups I, II, III, and children under seven years old.
